Concept Plan for the Pointe-De-La-Martinière Regional Park in Lévis

Following the application of the Québec Metropolitan Community’s Metropolitan Land Use and Development Plan and the creation of the green and blue zones, the city’s Infrastructure Department decided to prepare a management concept plan for the Pointe-De La Martinière Park. Its aim was to prepare a bidding process for production of the plans and specifications for management work in the Park.

The management concept plan was based mainly on the Park Master Plan, produced in 2010 by Groupe DDM. All the Master Plan’s land use designations were maintained for the integral conservation, conservation and extensive recreation, landscape, agricultural and historic areas. The purpose of the concept plan was to achieve a number of objectives, including the following:

  • Conservation of sensitive natural environments.
  • Development of natural and cultural, farm landscape, river-related, coastal and coastal panoramic components.
  • Creation of pedestrian loop circuits of different lengths.
  • Family use in all four seasons.
  • Universal accessibility.
  • Free access via official entrances.
  • Controlled access by car to private properties along the coast, via a gate house.
  • Privacy and safety of neighbouring residents.
